The Hollywood Police Department (HPD) is a full-service law enforcement agency that covers a 27-square-mile (70-square-kilometer) region in Hollywood, Florida, and serves a population of 152,511 people. At full strength, the Department has 322 sworn law enforcement officers.
On December 8, 1925, the police department, like the municipality, was established. The agency had seven leaders in its first year because the city council chose inexperienced locals who were uninterested in the position.
On September 17, 1926, a severe hurricane wreaked havoc on the community. The city was held by the local National Guard unit while the department was demolished. Captain Clare Stout was in command of the operation, and she was appointed to chief of the department less than three years later.
The Great Depression had a significant impact on the town. By 1931, police officers were forced to patrol in their cars and pay a portion of their uniform costs. Because the city was unable to pay its employees the next year, letters of credit were issued instead of wages.
The number of police officers on the force fluctuated drastically during this time. The organization was understaffed, underfunded, and led by inexperienced heads. During this time, the city had become a hotbed for organized crime. Although alcohol is illegal, a large number of illegal bars and casinos are operated unchallenged by authorities.
“Lucky” Luciano and Meyer Lansky, both from Hollywood, were in charge of their companies. Despite the state’s continuous attempts to suppress them, these activities continued well into the postwar years.
Between 1947 and 1951, US Senator Estes Kefauver and the Miami Herald highlighted local corruption and degradation. The largest businesses were shifted to Las Vegas and neighboring Cuba as a result of the growing demand.
An undetermined number of police officers called in sick during a labor stoppage in September 1980. According to the agency’s website, in the 1980s, many policemen were more concerned about their side jobs as security guards than about their police work. In January 1986, Richard Witt was named chief of police.
He has 26 years of service with the Miami Police Department. He was the city’s first chief of police, with little professional experience and few ties to the affluent interests of the city.
