Hukumat is a 1987 Hindi action film directed by Anil Sharma and starring Dharmendra and Rati Agnihotri, with Swapna and Sadashiv Amrapurkar in supporting parts. The film was a ‘Super-hit’ at the box office, becoming the highest-grossing Bollywood film of 1987. It also garnered a resoundingly good reception from both critics and audiences. Dharmendra also gave eight successful films in the same year, which is still a record.
Dharmendra’s character, Arjun Singh, is a daredevil cop who believes in dealing harshly with offenders. D.I.G. Khan (Shammi Kapoor) does not agree with his methods, and the two are often at odds. Arjun is dispatched on a special assignment to Shanti Nagar, which is under police scrutiny due to some questionable activities. When Arjun arrives in Shanti Nagar, he notices that it is dominated by Deen Bandhu Deena Nath or D.B.D.N., a wealthy businessman with extensive relationships.
With the help of his convoy of uniformed soldiers, he has terrorized the town, killing residents at will. D.B.D.N, Arjun realizes, is none other than Mangal Singh, the crooked cop who murdered Arjun’s father (Parikshit Sahni) when he was a boy.
D.I.G Khan intervenes when Arjun becomes thirsty for D.B.D.N’s blood. When D.B.D.N murders Arjun’s little son (Jugal Hansraj), Arjun teams up with D.I.G Khan to overthrow D.B.D.N’s evil rule (Hukumat).
