The picture had been stuck in development hell for years, with producer Casey Silver first looking into it in 2005. The picture entered development at Universal Pictures after being offered by Fusco as a possible Paul Newman and Robert Redford project, but it never came to fruition. In February 2018, it was announced that Netflix had acquired the movie’s rights and that Costner and Harrelson will star in it. Filming took place in Louisiana and at various historical sites, including the route where Bonnie and Clyde were killed, later that month and in March.

On March 15, 2019, The Highwaymen had a limited theatrical release in the United States before being distributed digitally on Netflix on March 29, 2019. Critics had conflicting feelings about it.
